I would have done a round trip to/from Buenos Aires.  We picked up a car in Colonia and were on our own in Uruguay.  We wanted to be on our own, but there were things that we did not know.

I would have taken the 3 hour boat to Montevideo from Buenos Aires and centered in the city.  We could have rented the car or taken day trips from the city.

The travel agency did not know Uruguay at all.

Also, once we were left on our own in Buenos Aires, we were never told that the taxi drivers up the charge when the restaurant calls the taxi.

Regarding the Uruguay portion of the trip, we were planning since the beginning of our conversations to offer them a full time at leisure in URUGUAY since the clients had some relatives/friends to visit there. 

I personally visited Uruguay with my sister Cecilia to research the area and we both have pretty good knowledge of the country. The reason why we didn't offer more ideas there is because we understood that the clients wanted full time at leisure and by the time the trip was confirmed the tickets were already purchased by the clients returning from Montevideo/Uruguay. The reason why we suggested to go via COLONIA (UNESCO Site) is because it was a shorter ferry (1 hour versus 3 to Montevideo) and we discussed it on the phone as well and they still had the time to drive a couple of hours to get to Montevideo and stay there with daily activities as they did on their own. We are sorry that you felt it wasn’t interesting to explore. 

About the taxi drivers changing the charge when a restaurant calls them, I assumed that they might have called a “remise” that is a private car transfers service and has different rates than the cabs, or they might have called a RADIO TAXI directly that are safer than the regular taxis. Since taxis in Argentina have a meter is strange that they up the price and if we didn't mentioned it to the client is because we had never personally or other clients experience that.  I travel to Argentina at least once a year and had never a different charge than the one on the metter. So sorry that we didnt mention it but we will be sure to clarify this to our future clients in order for them not to have this surprise.
